It's better late than never
Of course I think it is best to be on time for weddings, anniversaries, holidays, graduations, birthdays etc. but if a person is not on time, and an amount of time has past, it is fine to go ahead and give good wishes and best regards for things to go well with hope for dreams to come true. It's better late than never.
When it comes to a dream coming true if the dream don't happen until later in life, it is better late than never.
Some awards or recognitions don't even happen in the lifetime of a person. A descendant or other relative is given the honor on behalf of the person being recognized for the achievement attained during that person's lifetime. It better late than never.
The concept of time is a very important healthy part of living life and being on time... But when not on time---"it is better late than never".
